NBC’s Richard Engel reports that Russia has offered terms to Ukraine in return for Russia ceasing its military operations. Engel reports that Russia is willing to end hostilities in exchange for Ukraine becoming a neutral country and agreeing to prohibit the deployment of foreign arms inside Ukraine.

This could be due to a variety of factors. This could be an elaborate ruse to put diplomatic pressure on Kiev, and to remove any Moscow pressure. This could be a sign that the Russian oligarchs worry about possible sanctions and are eager to end this adventure. If Ukraine holds firm, it is possible the Russians are simply too busy and will be in a long-term conflict. It is amazing to me how sophisticated the Russians want their operation to be. Three distinct axes of advancement are being attacked by the Russians. Nothing we’ve seen of the Russian Army in the past thirty years would indicate that the Russian Army can sustain the logistics necessary for this ambitious plan.
